Professional estimating career serving the Engineering / Procurement / Construction  Industry, specifically in Oil & Gas, Power, Pulp & Paper, and Pipeline markets. Over 35 years of experience in project estimating for both domestic and international projects.  Estimating capabilities have ranged from conceptual /rough order of magnitude to detailed /lump sum turnkey, inclusive of all Direct Costs, Indirect Costs, Home Office Costs, Owner’s Costs, Miscellaneous Costs, Escalation and Contingency.

Estimating Consultant for Motiva Enterprises LLC (2018 - 2019)

Oversee multiple contractors in the developed of FEL 1 and FEL 2 estimates for Motiva’s 1.5mtpa Ethane Cracker Unit, a 2,400 kta Aromatics Unit, and three (3) Polyethylene Units, one 500 kta Mitsui unit and two 650 kta Univation Units.

Senior Project Factored Estimator    (1994 - 1997)

Responsible for preparing conceptual estimates, based on limited information for all types of process facilities, chemical plants, pipelines, etc.  Used proprietary software (including extensive use of ICARUS 2000/Kbase/Aspen Capital Cost Estimator) to develop these estimates based on flowsheets, equipment lists, P&ID’s, and other preliminary information.  Three years were spent assigned full-time to a world scale Colombian pipeline/facilities project utilizing ICARUS 2000/Kbase/Aspen Capital Cost Estimator and Aspen Pipeline Estimating Module.

Senior Project Estimator   (1992 - 1994)

Responsible for the planning and execution of estimates for construction projects during the conceptual engineering phase.  Responsibilities include providing detail schedules, including manpower requirements; formulating estimate budgets and monitoring expended man-hours and costs; and supervision of the estimating team.  Coordinated efforts with engineering and project general management to ensure adequate and timely estimating information.

Specific estimating functions include analyzing contingency, risk and escalation factors, performing indirect and overhead estimates, reviewing the discipline estimates to ensure complete scope of work, formulating historical data comparisons, presenting the estimate for management and client review, and publishing of final estimates for both bidding and study work.

Amoco Partnership Project Estimator   (1990 - 1992)

Responsible for the coordination of all Amoco estimates.  Responsibilities included scheduling of estimates, consistency of estimates, addressing client requests, and coordination between client, engineering, and estimating.  Supervision of project variance procedures and development of variances by project variance estimator.

Factored Estimator   (1989 - 1990)

Responsible for development of factored estimates.  Responsibilities included producing factored estimates from equipment lists; developing below line costs inclusive of overhead and indirects; construction equipment; engineering cost; and contingency.  Pricing of major mechanical equipment from data sheets.

Project Variance Estimator   (1988 - 1989)

Responsible for complete project variance system, entailing originating, estimating all disciplines, implementing project change orders, and tracking status of project variance notice and change orders via production of variance/change order reports.

Lead Piping Estimator   (1987 - 1988)

Responsible for development and preparation of detailed conceptual, factored, and definitive pipe/insulation/paint estimates.  Duties included production of quantity take-offs, man-hour estimate, material pricing, scope revision, estimate rate analysis, and preparation for management and client review.  Also, coordination with engineering and other disciplines in preparing the estimate.

FIELD EXPERIENCE

RECENT LNG EXPERIENCE

Cameron LNG Project – providing engineering, design, construction, commissioning and start-up of a new Liquefaction facility.  The new facility will include pretreatment of the feed gas, removal of the heavy hydrocarbons (natural gas liquids), liquefaction, and loading of LNG on the LNG tankers for export.  The existing marine facilities will be used for loading LNG onto the tankers.  The project will include three trains each with a nameplate capacity of 4.54 MTPA of LNG and modifications to the existing facilities.  The new facility will be located adjacent to the Cameron existing LNG Import Terminal located on Calcasieu Lake in Cameron and Calcasieu Parishes.

BG Lake Charles NGL Marine Export Facility – develop Class V estimates for a propane marine export facility located for Rain Slip and Moss Lake.  The facility will be capable of export 1,600 m3/hr of pressurized propane and 4,200 m3/hr of fully refrigerated propane. The project includes propane storage (fully refrigerated and pressurized), propane liquefaction system and a marine dock with loading arms.
